From the Peace Corps in Africa in the 1960’s to the United States Foreign Service across the globe, Bill Tilney has dedicated his life to public service. Tilney served as American Consul General in Ciudad Juárez from 1981-1985, as Mayor of El Paso from 1991-1993, and was appointed to the Texas-Mexico Advisory Board by Governor Ann Richards in 1992. He brings views of his personal experience in international border relations including formation of prudent water policy.
